Dire straits. See:

The telecom vendors have cut to a point where they are impaired to continue doing business. The reason being they cut but most cut unwisely.

No one needs CLASS5 switches any longer. Not only that, they are carrying less traffic. Second lines (used for dial up) are being given up by people embracing broadband.

Tansmission overbuilt. fiber glut. New G wireless real build out still three/five years away.

Any new technology will eat into existing revenue streams and that means cannibalization.

Issues 'politicized":

LU ALA even more unlike now due to French not supporting the adventure. Even Global Crossing couldn't be sold to Li-Ka Shing because he's Chinese!!!

LU NT not very likely since NT has some 'Canadishness'

I see ERICY NOK a possibility Message 18927999 since they match as Scandinavian entities.

Marconi is dead.

A Siemens - Motorola deal I think still possible with MOT going out of infrastructure and Siemens giving up mobile terminals.

ALA will be kep as quasi-state owned. Just look to Orange's contracts all going to ALA. That because France Telecom owns Orange and the government of France owns 54% of Ferance Telecom. All in the family type of business. Hence the tern national champion by Russo.
