<The government isn't about to distribute oil income as dividends.> There actually was a proposal, briefly floated (and quickly sinking without a trace) to copy the Alaska Permanent Fund in Iraq. Collect all the oil money, send a check to every Iraqi family. Admin costs should be some small fraction of 1%. Make it so the plan can't be changed except by plebicite. Can't possibly happen, as every decision-maker thinks they know better how to spend the money.
