Now, we just need to move the 12M people in S. Korea's capital, and all the hostages will be out of danger.

Moving our soldiers south, doesn't really change the MAD scenario. We can do Regime Change in N. Korea, but they (still) can do unacceptable damage to us if we try. Unless "us" doesn't include the S. Koreans.
