The withdrawal of US troops to a more secure location in SK, though logical to us, might be a bit confusing to the NK nutballs.

I can see them thinking that the troops are retreating, a show of weakness on our part.

I agree. What's more a relocation away from the border on paper looks like lessening of a threat to NK, since they are allegedly afraid that we are the ones threatening to attack. Multiple birds with one stone, if indeed the relocation happens.
