You may be right. But at some point in the not too distant future it will become a war crime. It's been a month since hostilities have ended, and weeks since it has become clear that a lot more people are needed to police Baghdad. At which point do we become responsible?

You are right. I was under the impression that any violation of the Geneva Convention is a war crime, but it is not.
