Look at the M.O. here. Typically, Gammon is engaged in all-too-common whore behavior. Regurgitating anonymously sources speculation on the part of the ideologically corrupted White House and presenting opinion as fact.

This White House assertion is simply an effort to seduce unwary readers of the Wash Times into a "follow the herd" mentality. There is no meaningful discussion of the obvious corruption involved in the abusive accounting charades that Rumsfeld has created for NMD. In fact, Gammon doesn't seem to have his brain engaged whatsoever. He's a mere shill for corruption and deceit. Not one iota of the investigative and independent reporter is let in his shabby soul.
