The fact that is wasn't a personal email is not the problem. It's that it was burried. It wasn't even an announcement. It was a response to a post. He was confirming the rumors that were circulating. An announcement on the home page would have done just fine. A short blurb and a link on the home page would have done just fine. A PM would have been best, because it insures that each user will eventually see it, even after a home-page announcement is taken down. But that's a nuance. It should have been announced publically to all users. It still should be.
