Actually the article made several excellent points that China will be forced to adopt, if they are not already doing so. It is important for China's credibility to the world. The central government will have to be all-encompassing (more regulations and methods to implement them) and thus make the government workforce bigger. It is the central government's duty, more than just finance and trades. But that also means the cost of running the country will be higher and it will translate into higher cost of doing business. It is opposite to what the US is trying to do - reducing the federal bureaucracy and fiscal responsibility by transfering those responsibilities to the state level.
