If you were thinking that only our BLS is playing with the unemployed numbers take Germany -

Reported - drop in unemployed from March by 75,000 as a result of seasonal adjustments (total adjusted 4.42 million people).

The other trick used - people over 58 years old can not apply for unemployment - total 300,000 from last month were eliminated form unemployment.

Bottom line in Germany unemployment grew by over 375,000 from last month wiht a population less than 1/4 of that of the US.

In US terms (assuming 250 million) this would translate in a total of around 18,000,000 people unemployed or over 5 times more than the US
