I think the real mistake the administration made was in not framing the WMD issue properly in the first place; now, the whole world is set to pile on if WMD are not ultimately found.

The discussion should have been framed around the known facts, that is, that Saddam had 2,000,000 lbs of chemical agent that he was required to destroy under the terms of the ceasefire, he didn't comply, and therefore, regardless of where the WMD are, Saddam was in violation. It is a simple, factual, irrefutable argument, and certainly justified our action in Iraq.

The REALLY BIG MISTAKE was Clinton's failure to deal with the issue in '98.
