Steve, much of bilingual education's difficulty in California was due to a lack of properly trained bilingual teachers. These teachers were not able to implement a good bilingual curriculum because they did not have the necessary language fluency or instructional experience. A properly implemented bilingual program will speed the acquisition of academic skills in both languages. Unfortunately, not enough of the bilingual programs in California were implemented properly.
