A lot of that paperwork is caused by government regulation (Medicare-Medicaid rules) but a lot of it is simply caused by the fact that people have insurance, if they paid directly the costs would be a lot lower. If you look at companies who do elective medical procedures where no insurance is involved the costs are far below similar procedures which are covered.

We don't have a free market system we have a cross between private and socialized. A friend of mine told me a story about taking her child into the ER and about how rude and dismissive the attending physicians and techs were to her. She remarked that she was treated a lot better when she brought the dog to the vet. I told her because her vet is a capitalist and the ER is a result of years of socialized medicine. What is funny is that she works for HICFA, which is the government agency in charge of setting Medicare and Medicaid policy!

Before you think national healthcare is so great talk to some Canadians who have been wait listed for angioplasty because they aren't in the ER dying.
