The real issue is whether or not the bear market is over and a new bull market begun, or is this a bear market rally? Policy is a backdrop to the economy -- and right now it appears that a recovery has been priced into the market with no significant signs that we are going to see sustainable growth actually take hold in the economy any time soon.
