Yes, one would have thought the FCC mistakes in term of spectrum auctions could have been
avoided, instead they were repeated, although, one can claim, at a higher level, in UK.

However, the telecom act of 1996 should not be possible anymore within EU, not even
UK nor "new Europe" and the latest pro-monopoly stuff is clearly unconstitutional
in most nations around the world.
