Way off topic.

You're doing the correct thing. Each configuration is either "1st player wins" or "2nd player wins". If 1st player can reach a "2nd player wins" configuration with a single move then the current configuration is "1st player wins", if he cannot then the current configuration is "2nd player wins". It's trivial to write a program that applies such backward search and shows for each configuration which player wins and how.
