His statement is a wry comment on the conservative world view. When you drill their dogma to bedrock, you find only misanthropy for the less fortunate. As for your "proper formulation", if you can establish a linkage between growth in real median income and the movement upward in percentage of wealth concentrated in fewer hands, I'd love to see your actual data. Perhaps you could use it to prove that the middle ages never happened. Basically what you are formulating is the "Saudi" model of wealth distribution. It leads to corruption amongst the oligarchy and eventually, as you will see, to revolution.
