I find this a curious thing to say. Under the Taliban, Afghanistan enjoyed a degree of stability, and the heroin trade was nearly eradicated, at least for one season.

A cynic would say that the curtailed planting of the opium poppy was merely designed to correct a supply imbalance in the worldwide heroin market, while the Taliban was able to collect $43 Million from the U.S. for the effort.

However, now that the U.S. and the Northern Alliance have effectively destroyed national governance in Afghanistan, there has been a dramatic rise in banditry, heroin production and almost no effort made at reconstructing the country. If this is progress, it is a strange sort of improvement.
