The retail infrastructure of bullion sale at street-level shops and banks will take some time to set up. THe important first step is law that allows such sale/buy-back.

Sale was legalized experimentally a few months ago, but without ability to sell-back, savers' interest would be naturally low.

Now, with ability to sell back, we just need a bit of officialdom endorsement, bank marketing/promotion, and press publicity to get things rolling. This will happen, because the officialdom wants it to happen.
