Yes. And that is why I believe it is corrupting to politicians and the political processes involved. The temptation, when one gets frustrated, is to slap some cosmetic bandaid over the whole thing and call it fixed...then find someone to point fingers at for the oozing pustules that are bound to immerge

And, as is currently being proven again, conventional military power can't defeat determined guerillas.

Or at least determined guerillas who have sufficient numbers, support from the local population, and havens in either very rugged terrain and/or across a border where they can't normally be followed.
