Numbers do not seem to be a problem (at least in Palestine) for Hammas, Hizbollah, Islamic Hihad, et al. support from the local population NO PROBLEM. At least in Palestine. Targeting, say, the US is another matter. and havens in either very rugged terrain and/or across a border where they can't normally be followed. In Palestine, these guys don't hide out in the hills. They hide out in the local populace. They got the border. Sort of. Israel doesn't respect the border with Palestine, but they can retreat into Jordan, Egypt, Syria, and Saudi Arabia.
