They might be unanswerable questions but they didn't stop Sandi, did they? If yours is mostly a cash business what's to stop you? Under the circumstances commercial customs and traditional local businesses can be partnered. It's very likely popular arrangements arrived at now will form part of the commercial law as government comes into place.

There are banks operating in the country so there are payment vehicles.

Phone and airline service are the biggies. The US shouldn't be sitting around with its thumb up. I understand tenders have been let for cell phones now

Airline service should be a priority. Despite the fact war is not over, the faster Iraq is connected with US and the rest of the world the faster the country will benefit. Ordinary expats want to visit their families and start businesses, etc.

The Provisional Authority has responsibilities that the businessman does not have, to restore order, fix the grid of basic services, provide relief, and so forth. Of course it is desirable to attract private investment, but the pace cannot be forced. We are still rooting out last- ditch resistance, for goodness sake........
