You don't have to discuss the criteria to state your overall opinion of it. or you can answer the question and then explain why by setting your criteria. Or its fine if you don't want to answer the question as well. There is no rule that you have to answer every question someone asks, my point is you don't have to establish the criteria first.

It sure is a stupid question. Weather exists. It can only be assessed as good or bad in a specific context with certain conditions.

Which in many cases can be found by the context of the person asking. Or if it can't (like if I posted asking you about the weather) then you could say something like "the weather here has been nice".

In any case weather is a more general subject the globalization. "Has the weather in general been good", needs context to be meaningful. Asking if globalization is good is more like asking if global warming is good, or if all the rain the east coast of the US has been getting is good. Still complex questions, still things that can be good in one way and bad in another, or good for some people or in some places and bad in another, but you are talking about a specific even if complex and multi-faceted change.
