My point again is that having a troubled soul is incompatible with being at Peace?

Experiencing injustice is troubling to the person having the experience. A feeling that things are just, provides a foundation for feeling at peace. The child who was stifled after being hit may not be feeling at peace. After all he is still troubled about not being able to retrieve his lunch money that was taken by the bully.
