I think the source I picked - the Jewish Agency for Israel - is reliable. I don't dispute that being persecuted is a very good reason to leave, but the source says that most Jews left Israel voluntarily.

In light of the fact that there were many large, successful and wealthy Jewish settlements throughout the Roman empire, I think that drastically undercuts the argument that the Romans mistreated the Jews everywhere. What happened in Jews in Israel appears to have been mistreatment of Jews who refused to live under Roman rule. This is consistent with Josephus.
