It depends what the definition of "war", is. The U.S. blockaded Iraq, enforced a "no fly zone" (with U.S. airpower), and launched countless air strikes against Iraq and its government while commanded by a Democrat - that's not war? Since you are so keen in accepting Iraq's former government's word about WMDs, you should know that they claim that over a million civilians were killed by the UN/Clinton blockade. Civilian Iraqi casualties from those actions, were many times larger than from the recent war.
