deception.

Who benefits by invading and occupying the nations surrounding Israel? Who benefits by diverting oil pipelines from Syria, Turkey and the Persian Gulf to the ports of Haifa? Who benefits by destroying the military machines in nations that are NO threat to America but a huge threat to Israel's aggression and occupation of Palestinian lands?
When an event had no rhyme or logic, the classical Romans asked the simple question: Qui Bono? Whoever benefits from this events is the culprit engineering the event.

Bush was not misled - he misled us. He's the one who espoused the Big Oil, Big Weapons, ultra-right Zionist thinking. The buck stops with Bush and he can't blame it on the CIA or anyone else.
