I believe that the responsibility for the deaths from sanctions and from the war were on Saddam.


This is the international version of blame the victim. Nobody thinks Saddam was a nice guy, but after the Gulf War and grievances should have been taken care of by the treaty. Sr. Bush was so anxious to bug out that he didn't really call for this disarmament, it was a matter of tagging on further complaints after the polls showed that the American people were not happy about the quick exit. Even when the U.S. does not negotiate the best of treaties it should honor them.
