It's the minor language which governments try to protect, so they can get the votes of the minority. French [not really french, but some abomination] in Canada, Maori in New Zealand, vowel free language in Wales [the vowels escaped to Finland a couple of centuries ago apparently] and I suppose there's some government money for Eskimoes, Innuit, Sioux and co.

Hi marcos - the "completely fluent by second generation" expectation is evidently falling apart in some places. This may be partial due to failure of public schools.
