You are right... there is. And most of it is cross-border state-to-state. Virginia and Pennsylvania have less strict laws than Maryland so many people go to the other states to get them. Daggone things are too dangerous without the proper training and setting to display them. Every year hundreds if not thousands find that out the hard way. We had some people apparently a couple of streets south of us setting off what appeared to be Roman Candles... those, of course, are illegal here in Maryland.
