Hardly anyone "socks away money". If it is not in a portfolio, it is in a bank, providing money to back loans, and thus helping the economy to grow.

Why subsidize bad investments through write offs?

As a class, the rich pay most of the taxes already, just not at very high marginal rates. Even at a flat rate, if there were one, the guy with a million pays a lot more than the guy with a hundred thousand........
