In translation, it would be translated with a sense of "Come on, hit us if you can". In the Middle East, you try not to say such things, because male pride is such that even if the attack is hopeless, they will attack you just because of the provocation. If they back down, they will lose pride AND face - a fate worse than death. Personally, I find that statement of Bush to be very unnecessary and almost unbelievably dumb, given that the desired effect of his words should be calming the situation and installing confidence in and cooperation with the American forces on the ground, and the effect is the exact opposite.
