Anyone is "capable" of sponsoring a terrorist attack- you or I or anyone could do it, and any country could do it. I must have misunderstood you before. Certainly "evidence" of "capability" would not be hard to find against any country- I thought we were looking for some sort of evidence that this capability was going to become a "reality" and that this would happen "imminently", but, apparently not. France is clearly "capable"- perhaps we should invade them and the rest of "old Europe" next? "I said that we had plenty of evidence that Saddam was capable of sponsoring a terrorist attack" Now I understand. Thank you so much.
