You are not an expert. The source didn't cite anything specific either, and I somewhat doubt CFR ever claimed a war was necessary.

As for people not knowing what they're talking about, some would think that particular onus would be on the people who've been regurgitating the same propaganda for the past year and a half, despite the lack of any real evidence in the conventional sense of the word. It's one thing to claim "lack of evidence" == "evidence" before the war, as the inimitable Rummy apparently did according to cnn.com . To go on and on afterward is something else again, even Rummy has changed his line there.
