Whenever the government builds a school or a road, whenever it improves security by getting state of the art software for the CIA, or hardware for the Army, whenever it sponsors a GI student loan, or subsidizes an airport, it is investing.

If you look at the couple of charts here:

you will see that federal revenues for Social Security and Medicare are covering those programs, almost precisely.

Of the remainder, about 13% goes to transfer programs, and about 11% goes to interest payments on the national debt. That makes 24%, for a total of 55% that is dedicated to transfer payments or the payment of interest. That leaves 45% for other spending.

Now, this shows a surplus budget, but the ratios are about what they would be in other budgets in this period of time. It shows clearly that most transfers are paid for by the dedicated deductions, and that there is a lot left over for the rest. In this budget, the 45% remainder would be about $800 billion, and therefore the typical deficit would be less than half of the amount covering non- transfer spending. Whether that is enough to correlate thoroughly with capital expenditures, I don't have the time to figure out, but at least it does no correlate to transfer payments........
