Historically, US policy on chemical weapons is/was to use them in reprisal after enemy use. Since Bush talked over and over about how the Iraqis had huge amounts of the stuff, the Iraqis would naturally have been concerned that the US would slime them after faking an incident where the Iraqis used them first.

Besides, the Iraqis had to be prepared for an attack by the Iranians, or the Israelis.
