Well T-TIC seems to be an intelligence analysis agency. Another arm of Homeland Security. It seems that it could fit rather well into the task of sifting all the data from TIA. In fact you may have hit on it's real purpose. I wonder why they put the criminal Poindexter in charge of TIA? Maybe because he does not mind ignoring the constitution?

It still baffles me that Poindexter was handed the position he has. Poindexter was tried and convicted in April 1990 of five felonies. One count of conspiring to obstruct official inquiries and proceedings, two counts of obstructing Congress, and two counts of false statements to Congress.
