I hate to sound like a twit, but I really think you need to study the subject a bit more before continuing the conversation. The Viet Minh of 1946 were not the Viet Minh of 1953, and Ho Chi Minh was in no way the head of a functioning government. There was a window of opportunity - it didn't last long, but it was there - and it was missed. I don't really blame anybody: they hadn't the benefit of hindsight, and the opportunity was anything but clear at the time. That doesn't mean there aren't lessons there to be learned.
