My guess is Cheney and Co dewcided they didn't want the UN involved at all LONG ago and were just going through the motions to placate Blair and moderates in the US.

My guess is that the dog and pony show at the U.N. was there to provide a news story while the troop buildup was in place. Cheney didn't want the news to begin each night with soldiers arriving in Kuwait, and didn't have any sport star rapes to distract the public.

No one lied, and any exaggeration was probably inadvertent, the result of believing something in advance of complete proof. If they wanted oil, we have enough against the Saudi regime, which is militarily useless, that we could have rationalized attacking it. Heck, we had troops on their soil! And there are fewer Saudis than Iraqis, there would have been a more controllable populace. Why didn't we take over Saudi Arabia? The idea that we attacked Iraq merely to get its oil is stupid......
