There is no use just airlifting dollars and corn over the country and dropping it. It would be necessary to reinstall the cameras, raditation counters, and people on the ground. Mostly I would bribe them with oil and food. Any such situation is just stalling, but stalling can work for a significant amount of time.

The only reason that North Korea is rattling it's sword now is that the U.S. made deals, but did not carry out it's side of the bargain (Power generation).

There is no way to keep the whole world ignorant enough of technology that they will not be able to duplicate the feats that we accomplished 60-100 years ago. One way or another the U.S. and world is going to have to deal with WMDs and the only effective way is a solution of mutual benefit, not imposition of wills.
