I already mentioned two basic mechanisms

- 5/6 majority for important issues, decisions
- approval by two consecutive parliaments, that is, one election inbetween.

That is, making it possible for even a small minority to stop decisions they oppose.

Plus some other mechanisms based on rules of debate, presenting of bills,
voting, how the government is formed, different than in USA

These mechanisms are based on the principle that "the majorities rule with the
consensus of the minorities"
