You said it was an important part of modern Constitutions. However, it does not, so far as I am aware, exist in ANY Constitutions. In any event, the examples you give have nothing to do with the matter. There is no obligation for minorities to reach consensus on any particular issue, and there is no expectation that the majority will not be able to rule should consensus be neither sought nor desired. Thus, "the majorities rule with the consensus of the minorities" is a wild statement bereft of meaning.
