In the case of the 1967 war, there was no advanced certainty of the outcome. What is the outcome if Israel loses the war? Or the perception that Israel has if they lose?

No less an authority as your own Thomas M has posted that this is not correct. You guys need to get your story straight.

I'm not sure what "advanced certainty" means. Both Israeli and U.S. intelligence agreed before the war that Israel would win in about 1 week, regardless of who started it.

lets examine your assumptions:
1) attack by Israel with intention to kill everyone
2) jamming US and International freq which confirms 2) as well
3) no markings on jets confirms 2)

now lets look at it from Israeli side with an assumption that Israelis indeed wanted to destroy USS Liberty
1)Israel would send unmarked jets - so far so good
2) Since Israel is aware of 6th fleet Israel would jam freq - so far it is still good

Now common sense and Israelis are famous for common sense:
1) should Israelis jam after 1st shot is fired or after ship electronics is damaged by napalm and torpedos? 1st shot is the only logical answer but then how did the message "Under attack by unidentified jet aircraft, require immediate assistance" got to USS Saratoga?
2) ok, maybe Israelis wanted US to hear the message about unidentified aircraft. But in that case they would have to finish off USS Liberty from the air that is before US jets would arrive. Now about napalm, that you kindly pointed out to, it seems that experts say that napalm would not destroy USS Liberty
3) about lifeboats; how come Israel was torpedo boats were shooting at lifeboats of USS Liberty for about an hour instead of trying to sink it as "planned"? In fact, if I recall it correctly captain of USS Liberty disagreed with his crew about lifeboats

additional:
1) Navy concluded that markings on low flying aircraft are impossible to see

the simple answer is that by no means it could have been an intentional attack
