Iraq had the facilities to create WMD, and even if they destroyed them and kept the destruction secret they would have had the knowledge and money to rebuild them. Chemical weapons can be created by any country that has a chemical industry and experience in creating chemical weapons, Iraq had all the facilities it needed to create chemical weapons or at least somewhat primitive and imperfect bio weapons. Nuclear bomb creation would require large advanced facilities that Iraq apparently did not have, or at least did not have enough of. They could have made small batches of chemical weapons a few hours from Saddam giving the order, they could have set up assembly line production of vast quantities of chemical weapons in a relatively short time. The only thing they may have been locked out of (at least in the short term) was nukes. Tim
