Sadly, with the election having been contested, there had been almost no transition of power between November, 2000 & Jan 20, 2001 (normal practice with every presidential transition - it's a massive affair). Even then the animosity was so high that it took quite a few months to get people in place & offices up & running. The animosity also lead to a lack of sharing of information, etc. Feel free to check news accounts of how far behind the Bush Team was in making their transition to power & the high level of animosity. Even though the President had little time in office prior to 9/11 to take a firm stand in Afghanistan, Bush did not officially recognize the Taliban to be the legitimate government. President Bush extended sanctions against Afghanistan & worked with the UN to resolve the crises there. Diplomacy, dialog & going to the UN were being attempted with the Taliban prior to 9/11. Saddam's financial support of Palestinian terrorists is well documented & the terrorist camps in Iraq cannot be ignored. Neither can terrorists actually captured in Baghdad & throughout Iraq. Rouge nations with WMD's & WMD programs were also part of the war on terrorism. Cheney's speech was spot on with that point that Iraq was also part of the war on terrorism. And your "people in Iraq believe"...... well people in the US believe all manner of distorted views thanks to corrupt democratic politicians & liberal media outlets that consistently spew lies & deceit regardless of the damage it does to America, the Presdiency & global perception of the USA. Your charge against the NIE, citing the CIA has been beaten to death & discredited with facts. And the NIE's reports have not been withdrawn or changed. I also note how when it suits, the CIA is the agency of note, but when they are a target, the CIA is part of vast conspiracies or a bumbling incompetant agency.
