<So US has been fortunate as the world's brains have been draining to the US. In twenty years, where will all those brains be draining to? >

Cyberspace. The trend has already started. As FredonEverything pointed out, there are already hordes of brains resident in Bangalore, Rangataua, or anywhere else where there's a fast cyberspace link and their expertise can be brought to bear.

As people seek less taxation and better living conditions, they'll live where it suits them most and work for companies which are located in places which pay them best in cybermoney.

High tax countries will lose. The USA is a high tax country [in absolute terms if not compared with OECD countries]. The free ride which dumb J6P is currently enjoying on the backs and brains of the smart people is sure to come to an end.
