Vietnam is most definitely not dominated by foreigners. That is armchair navel gazing at best. Vietnam is however, only partly open for business. The Vietnamese have been relatively slow to make their system more open and flexible, but there is a new generation coming into power. Like all smaller countries, they have issues dealing with multinational companies, but it is a funny joke to call them foreign dominated. There is corruption -- but nothing like the money politics in Washington.
