The public suffers the most because the intensity of modern political combat makes it tougher, often impossible, for the two major parties to work together to solve problems when the shooting stops.

I think it is caused by the 24/7 media today, and the instant spread of info. This has lead to more and more sophisticated attacks. What was fresh and new when done by Clinton's "War Room" in 92 is now got down to State Assembly level. Everybody wants to be a "Rove."
