A counter argument is that by any standard the economy has never improved since it took a nose dive under Bush's policies. There would have to be an improvement for Bush to take credit for it. No president has had more job loss than Bush, ever. Markets are still down and languishing. The deficit has expanded with the speed of an atom bomb. Bush is sporting the largest deficits in history of any President. And those deficits will continue to balloon because of Bush's irresponsible tax cuts. At a time of war when we are already running huge deficits Bush cuts taxes again and compounds that problem! Give me a break on the Bush is great theory. I rank him with Hoover.
