The fact that people have motivation to lie says nothing about the social precept seeking to discipline such impulses. The fact is, one cannot have a society without a substantial degree of trust, so that, even with legitimate exceptions to truth telling, such as hinderance of evil, or avoidance of rudeness, the default position must be in favor of honesty, and that is what societies generally try to inculcate.
