I know where you are coming from. Two points:

They need us as bad as we need them, so I THINK you COULD be wrong. My expericence is that when the Chinese want something they are cooperative but crafty. Can't blame them for that.

IVN is in Mongolia not China. Mongolia is a democratic country.
